This is done by Acronis or Paragon . But the operation is risky. It is better to do this by booting from an external disk (flash drive). And there is NO GUARANTEE that everything will go smoothly (this is specifically stated in the manuals for disk software).

1. It depends on what you call formatting: these are three dissimilar procedures - sectoring, partitioning and creating a logical structure for storing files. Sometimes verification of the disk surface and correction of bad sectors are added here. You don't need to do any of the above for your task.
2. Creating a new partition with any of the popular partition managers (including the above-mentioned Acronis DD and Paragon HDM) includes formatting the newly created partition in the third sense (creating a file structure) as an integral part. In any case, this is how it is written in the final message of the program.
3. You can move the border between sections without any formatting, using the same section managers. But Akronis DD in the latest versions really began to work unreliably, so I would suggest better the Paragon HDM or AOMEI Partition Assistant - they have not let me down yet, and HDM even helped out if Akronis screwed up. All these programs do not need to be bought or pirated, they are in the well-known 2k10 utility package, available on almost any LiveDVD or LiveUSB recovery tool.
