The problem is completely incomprehensible to me. I transferred the accountant's computer to AD, after which, this computer in the domain completely refuses to work with the bottom panel of Windows, neither start nor search works, and it does not matter which user logs in. I deduce the computer from the domain everything becomes normal. What could be the problem ?

There was such a problem with the launch, after a major update (I don’t remember 1803 or 1903), nothing helped either, I spat and reinstalled Windows on a fresh one.
Repeated on several PCs.

There were similar problems, it was solved either by BIOS firmware, or we rolled a more recent version of 10 (but it didn’t help everywhere)

The October update series had a lot of problems, for example, with printing. Your problem is most likely KB4517389 . Find it in the list of installed updates and remove it
