How to organize web (online) video conferences?

Hello!
Please tell me, there are a number of remote branches of the company, some are connected under ADSL and they have up to 512Kbps for return. There are 18 branches in total, it is necessary to conduct video conferences with them, we tried Skype, it vomits all the time, someone falls off periodically, it’s very uncomfortable, Google Hangouts seems to be buzzing, but the maximum number of 10 people does not suit.
Maybe tell me something? Maybe a web version of something? Or raise a server of something, and drive it through yourself.

Thousands of them. And they are all paid. If you look at some ready-made solutions. Try TeamViewer, but this feature also seems to be paid.

I'm working on a similar solution, but it's still very raw. If you are ready to put up with bugs, you can try the demo here . Works via WebRTC. Requires Firefox or Chrome.
WebRTC will not work well with multiple clients, as it requires either full member graph coverage or a restreaming server.
If the first involves connecting all participants to a friend, which requires an increased amount of bandwidth.
The second option requires a centralized conference server, which is responsible for transcoding and forwarding traffic to other participants. For large conferences, the second option is preferable.

WebRTC is what is slowly replacing flash.
But there are many problems with it:
the need to configure a secure connection, the
instability of implementation in different versions of browsers,
dubious support from chrome
In one or another video, video streaming servers (wowza and flussonic) have support.
But if you do not have time for implementation and there is no need for recording, take a ready-made service.
