How to organize two options in WordPress?

In wp-customizer settings I want to implement:

Ability to select multiple icon sets from the proposed list
Ability to select a default icon set

What is the best way to organize all this? Make some kind of multiselect, and the second field is a normal select? Or something more complicated, like drag-and-drop?
