What will be more convenient for the user - a carousel or a list?
I'm afraid that if you make a carousel, then no one will simply scroll it

Tyk depending on what kind of content and why this content, what the user will / should do with it.
If these are pictures with the advantages of the company, then all the same, no one needs him except for the company's employees, and they will look through the carousel.
If this is a map or a culinary recipe :) - then a list (well, or variations).
