How to organize the work of a team of designers who are disorganized (late to work, do not invest in timeframes, etc.) and are used to it. What is the best way to fix this, less painful and effective?

Being late for work - does it lead to something bad?

Try paying them less money (no bigotry, but make it noticeable) for missed deadlines and offer more money for overdelivering. But be prepared to pay them “more money”, because money is very good at motivating people who work for money.

I don't think there is a good answer to this question.
"Late for work..." So what? The work of a designer is not conveyor, so the schedule is not so critical. It is better to focus on making the working conditions good, so that people do not mess around, etc.
"They don't invest in timeframes..." And who sets the time frame? It is possible that this person is incompetent and cannot correctly assess the scope of work and the procedures that accompany it. For example, a situation often arises when a designer makes a layout on time, but the manager cannot set the right framework for working with the customer, in particular, limit the number of revisions, which is why deadlines are missed.
