How to organize the archive?

Available: 500GB of video material (about 700 files), each file is some kind of informational event.
Task: To systematize the message of the video archive. To be able to search by tags, dates, names. That is, you enter, for example, the word "President" and he gives you a list of video files to which this tag is attached.
Question: Does anyone know something similar from the software?

There is a file called "President_v_Krymu.mpg" and nothing more. I would like to give it tags and then, upon request, this particular file would be given to me. Sorry I posted the comment in the wrong place
