How to make the movie size around 700-800mb?

Good afternoon.
How to make 700-800 MB movies from BD using h264 codecs and minimal quality loss.
I just have a movie file size of 764mb but the quality of the movie is normal.
I tried through converters (Freemake, Format Factory) and failed to get the expected result.

By cutting down the resolution of the picture to tv-format, but even then there will be some loss in quality.
And I recommend taking a Russian language course if it is not native.
