Dydns instead of a permanent IP, vlc for encoding in rtp and forwarding ports on the router. You need a white IP. Watch the same VLC.
I think you still need a dedicated IP and software like webcamxp.com/products.aspx free version should be enough for you
Most cameras in the supplied software (and if not, then something similar is probably already written) has the ability to upload images to FTP + a viewing page, where all images are shown as video.
But this solution is not completely online and without sound.
