Such methods certainly exist. However, they are too resource-intensive at the moment. If I had the resources of these institutions and faced such a task, I would limit myself to monitoring a mobile phone and add video surveillance. This is from the technical side, no one cancels the usual external.
The accuracy of location determination (without the participation of any cunning applications there) can be estimated by looking at geolocation (on almost all modern phones). In the city it is very high.
