How to organize remote access to a PC direct connection?

Please tell me if it is possible to organize a direct connection to a PC, provided that the trace looks something like this:
1. My router
2. My provider
3. Then about the ip address (I think it's international, since the remote machine is in another country)
4 Then the ip of the provider of the remote machine (95.59.172.34.static.telecom.kz)
, that is, it does not reach the router, it turns out that the provider itself does not allow remote connection?

It's not entirely clear what exactly your problem is.
If you need a direct connection to a PC for some specific software, then even with a gray ip, you can raise a VPN and, as it were, you will combine computers into a local network.
If you need remote access to a PC in order to do something there, i.e. managing it, or showing the screen (his or him), then such a thing as a remote desktop comes to the rescue. The leader in this direction is TeamViewer , quite simple and ingenious.

Perhaps I did not understand of course, but as an option on a remote machine, install a DDNS client. For example, there is a free service hldns.ru. And knock already on the domain name

By default, ping from the world is closed on routers, so the trace does not show the end hosts. If the remote PC is behind the router, then you need to check that the router has a white IP and forward port 3389 on this router and then you can try to connect via RDP.
