How to organize Redmine storage?

At the moment, the following process is taking place in our development group:
- The programmer writes the code, makes a commit and creates a ticket in Redmine for the tester, again uploading the file to the project.
The problem arose when it became clear that there were a lot of files in the project. The solution with versions does not help - there can be many files in one version.
So far, I'm scratching my head over integration with our Visual SVN, but it will also not completely solve the problem.

Why does he upload files then?
What tester can't see everything on the server?
Or is the tester looking at something else in the code and doing a review?
Why create a new task? If there is a task for the programmer, then you just need to change the executor in it with the task of testing the new functionality.
