How to organize network storage?

I would like to know how best to organize file storage that would be available anywhere in the world. There is a static IP, so this is not a problem. I'm thinking of raising Samba as a simple and convenient solution. But not everything is so simple, many highways block the port and nothing can be done here. I recently learned about OwnCloud's Chinese answer, Seafile. He still needs to think about it. What do you think?
