How to organize multiple monitors at work?

We use classic workplaces in the office: a table, a laptop, a ciscophone, a pencil case for small things, a mug with cats, etc.
Some specialists (developers, marketer) need several monitors for static and slightly dynamic information (not video, website + surfing, maybe mail, graphics, dashboards).
There is only one problem - everyone has their own laptops, respectively, when using usb video cards or vga / hdmi outputs, it is not convenient: when turned off, all windows move down to the laptop monitor and turn the trip home into chaos. The morning arrival at the office takes half an hour to drink coffee and take apart the windows. Fallen consoles from developers - hell is still the same :)
What you want: 2-3 additional monitors, easy access, autonomy from a laptop.
What is seen:an additional system unit for each table + usb3.0 video cards according to the number of monitors (from the pluses: it expands by the number of free ports, you don’t need to listen to the hum of the video card fans, 500 rubles from China, from the minuses - we haven’t tried it yet :)
Connecting to this system unit via Synergy or similar (mouse to the right - jumps control to the desired system unit via the local network and then you can run around the monitors).
I thought about the option with a single server and distribution via VNC / RDP to thin clients (2 monitors each), but with writing the question I already stumbled with restrictions (graphics over the network, sideboard load, the cost of 1 terminal is equal to the used core2duo system manager and the meaning is lost) .
Along the way, I want- in places of rest / kitchens / intercom monitor / TV with the necessary dashboard. What is seen: vnc / rdp to the server, or an adnroid set-top box with browser autoload in kiosk-mode. The latter is more realistic: there are consoles, you want experience and how to manage it hold the keyboard + mouse to turn it on or control it doesn’t smell like the 21st century.

There are even virtual desktops in Windows. Drag the windows over them, and when connected, you won’t need to drag each time - just display the desired desktop on the desired monitor.

You are making an elephant out of a fly. All your problems are solved programmatically. On OSX there is Slate (and a lot of similar utilities), on Windows and Linux there is probably something similar.

Most likely you will find that the Usb video card has very modest capabilities, for example, the simplest window movement causes the processor to load up to 50%, but it is not possible to launch active content (video) at all. In any case, this applies to cheap video cards that can be bought for just 500 rubles.
Offtopic: About a house with windows. It is strange that such a problem has arisen at all, because even in unconfigured debian, the position of the windows is remembered for the state with connected and disconnected external monitors, maybe you just need to configure something.
