How to organize legal music library in video editor?

Help with advice, please, through which service can I legally organize a library of music tracks in the application that the user can overlay on his own video?
We came across this in a bunch of video editors and we strongly doubt that all these guys are contracting directly with the copyright holders. Does anyone know what service is used to do this?

most likely with their rights protection agents :) It all depends on whose track you are copying - if it is a beginner musician - he may also be glad if it is a grand - you can get into trouble very quickly
