How to organize Internet access in the village?

Hey!
I wanted to go to the village. In this very village, only a 3g megaphone catches - there are no more options. People spit there, but enjoy it. I proposed an idea - to close up a small illegal provider.
So, what is there - 4 3g whistles, which are already working together in the same machine with penguins, a proxy server and a dns server (like a server). Now all this must be distributed to 25-30 houses.
I came up with a "brilliant" idea - to build a mesh with access to the world through tor / vpn.
Does anyone have experience of such perversions?
Are there alternative options to do good to people without wires (with wires and a fool can)?

To hell with torus and vpn, and so there is no connection, but with torus, in general, everything will be a teaspoon per hour.

You take microtics or ubiquitous points + a controller, set up transparent bridges, hook them up with a Wi-Fi mesh between each other, and from them you distribute the connection to your neighbors. As a VPN terminal on your own wheelbarrow, you put a PPTP server and go. Only here the reliability of such a solution must be checked on the ground.
