How to organize editing of a business card site?

There is a task: I want to make up a business card site and I need to organize subsequent editing by an owner who is not versed in programming and layout.
What's the best way to do it?
Hang all this on some Flat-file CMS? If yes, then tell me a good simple one that does not use databases, preferably in JS.
Or there is some kind of application architecture so as to store the text in a separate file and upload it to the pages.
In general, how not to shoot sparrows from a cannon ??

who will edit it?
how often will it be edited?

What is the purpose of editing it?
and will it definitely be a business card site, and not something more?
