In general, is it possible to make such a system?
There is an old laptop and two TVs (not smart).
Is it possible to install programs for receiving online TV on a laptop, distribute these channels by frequency, connect the laptop to two TVs using a coaxial cable and give them a list of channels, something like a regular cable TV.
I do not need receivers, I want the channel switching to be done by a standard remote control.

At home, with no good budget - no way.
The performance of an old laptop is not enough to convert dozens of channels from digital to analog.
Channel spacing requires specialized equipment.

If the laptop can be connected to one TV - buy a wireless mouse instead of a remote control and watch IP TV on this TV.
To watch IP TV on a second TV - reconnect your laptop to it, or find a second "old laptop" and complete with wireless mice.
There are no other options for reasonable money.
