Why is a TV connected via HDMI the main monitor, and a regular LCD monitor via DVI is a secondary one?
When windows installed, I broke my whole head. At the first start, a black screen and only the mouse cursor runs.
I spent half a day before I realized that everything is displayed on TV. I turned off the TV, rearranged the system, connected it back and it again became the main monitor.
I specified DVI as the main one, but when you put "only the computer screen", then the picture switches to TV, and the monitor goes out.

I understand from your explanation that the TV is not always connected via HDMI? Try checking the "manual detection only" checkbox in ATI catalyst -> Display Options -> Display detection. Well, accordingly, in the Windows settings, specify your monitor as the main one.
I had the same problem on Nvidia. I solved it for myself by connecting the monitor to D-Sub (VGA)
