How to organize an online store?

I want to make a website where users can buy services from each other (with the help of electronic money).
How to implement this interaction (crediting / withdrawing money). Will I have tax problems? Is it possible, using only electronic money, not to bother about the legislation?
No web experience.
The project will be focused on foreign users.

I don’t recommend not bothering about the legislation :)
First of all, you need to decide on the organizational and legal form, for example, register an LLC or an individual entrepreneur, or maybe offshore altogether, but this is a completely different song, suppose you decide to work as an LLC.
The second thing is to understand your role in this process and acc. benefit. If you take a commission from transactions, then you are an agent, so you need to conclude an agency agreement in some form a tripartite agreement, most likely an offer may come up. This is an important issue, but quite solvable.
But that's not all, if you post products of these same users on your site, then you need to comply with the legislation governing content, i.e. no drugs, porn, etc. is your responsibility.
