How to organize access rights through VPN?

Good afternoon everyone. I ran into a problem and I can't figure out what's going on.
There is a server on Windows Server 2008 R2. VPN is raised on it, there are also shared folders on which you need to make access rights. When I add "All" in security, I can go into the folders to edit and the like. But I need to make different access rights for each user or group, but when the "Everyone" group is deleted, access to the folder simply disappears. What is the problem?

create the desired users and give them permissions to the folder. the user with rights to the folder must match the user on the machine that connects via VPN. And it is not necessary to match the user who connects via VPN.
