How to organize a site change?

In general,
For example, there is a site yandex.ru (everyone knows what it looks like)
There is a router (any one, let's take ASUS RT-AC series for example),
And there is also an html page on which there is something.
I am not doing this for the sake of phishing , if anything.
I want to make a replacement, that is, if someone is connected to the router's network and opens yandex.ru, the same html page opens instead of the Yandex main page. I explained it crookedly, but I think you will understand.

If the site is https, then from the router - no way .
Either hack the server where yandex.ru is, or hack the certification authority (certifying authority), or get access to the user's computer and register your certificates, then it's a matter of technology.
The only thing that can be done is to grab the domain name (yandex.ru) from the https connection and just drop the connection itself. But this is never a change.

Theoretically, you can do it, but not from the router, of course. For https was invented precisely in order to resist such attempts.
Within the framework of a corporate network, where everyone goes through a proxy and receives their own certificates from politicians, this is possible. Within the framework of the locale - only if you convince the user to put a certain certificate of a certain CA in the trusted ones.
