Is it possible to reduce ping to a domain using different DNS?

There is a need to reduce ping for users from the USA to my servers located on a VPS in Moscow. At first I thought about taking a VPS in the USA, but then I monitored it and realized that ping would be about the same, no matter what hoster and where the server is located. The only thing I noticed is that ping is very low for those domains that use www.cloudflare.com as dns, for them ping between Russia and the USA is a few milliseconds, and within the USA it generally fluctuates within 1 millisecond. But on the other hand, I tested ping from different countries of the world to my server without using a domain name, but only directly by ip address (accessing dns should not increase ping, since in fact there will be no access to the dns server), the result was the same as and in the event that the user accessed the server by domain name.
Hence the question, is it possible to reduce ping using DNS from www.cloudflare.com?

cloudflare is a CDN. Referring to the cloudflare address, you are essentially referring to the nearest server, and not some one in the USA, Russia or Europe. Because that's how the network of providers works.
Backbone providers have known Cloudflare's addressing and logic for a long time and route traffic according to AS, sending it to the nearest route. This is beneficial for them, because Cloudflare has a lot of clients and by this action they unload channels for themselves.
Being in Moscow and turning, for example, to the address 1.1.1.1, thanks to the efforts of providers and Cloudflare, you turn to Cloudflare's Moscow servers. Being in the USA and accessing 1.1.1.1 you will be taken to a server in the USA
Regarding the problem of ping and access speed, there are only 2 ways: A separate caching VPS or a server in the USA, or a CDN like Cloudflare. The first option will often cost more money than a CDN

DNS works only once - to get the IP address of the server.
Ping from changing the DNS server will not change at all.

To reduce ping, it is necessary, first of all, to place the server geographically close to users.
The DNS lookup adds only some delay before the actual call to the VPS.

DNS does not affect ping. It only returns the IP for the domain. Browsers and OS cache these entries. However, like the DNS servers of Internet providers.

Here is a good example:
ping-admin.ru/free_ping/result/153582342852857gk92... here we ping cover9ja.com, it uses www.cloudflare.com as DNS, the results are good
And the following example:
ping-admin.ru/free_ping/result /153582337508rgem1t8... ping haydenminigame.com here, it uses HOSTINGER.COM's DNS, not very good results.
