How to organize a non-automated call to the telephone database?

Actually, the question is simple. There is a remote employee who needs to call the contact database and record conversations. Since the employee is out of town, the option of using conventional telephony is not considered, only VOIP is considered.

Minimum requirements:
1. Ability to call city numbers (Moscow) and federal numbers (cellular RF)
2. Ability to record calls to mp3 files.

The first is Skype, the second - programs for it, but since he stopped accessing the Descktop API, I'm not sure if they work.

Additional wishes:
1. A web service with elements of a CRM system / project management system: in order to have several managers, each of them marked in a single database of called customers, there was a common cash account on the account, etc.

Good evening. With the described functionality, RegionSoft CRM in the Professional + TRA edition will do just fine.
It will be possible to use the built-in RegionSoft SIP Phone SIP client, or you can use the existing functionality for logging and recording calls via Skype - it's more convenient for you.

The OS, for example Windows, usually also allows you to intercept all sound (it seems like starting from 7 without crutches). You can use the software to save the sound.
Here you can do without the Desktop API.

As an option, set up one of the few IP telephony servers (yate, freeswitch, asterisk) to record calls and be able to call through gateways.
As a gateway (to call Russia and other countries) use a voip provider, for example, youmagic, sipnet, telphin.
Use a softphone as a calling program, for example, Yate Client.

You can use a free PBX with call recording here .
Call recording for 3 lines is free, files are sent to the specified email.
Of course there are statistics and a total score (statistics are loaded in CSV).
The only thing that is not there is a single database to mark who called whom. This can be done for example in Google docs.
