How to optimize contracts between Google and a contextual advertising agency?

We are an advertising agency and we are engaged in the placement of contextual advertising in Yandex and Google.
Google has such an unpleasant feature, for each new client, it asks the agency to conclude a new contract (between Google and the agency). Unlike Yandex, which enters into one contract with the agency for the placement of all clients.
As a result, a large document flow and, accordingly, the question: is it possible to bypass Google's rules and not conclude separate agreements for each individual advertising campaign?

Does your agency have a Top Level Client Center? New customer accounts are created in it without any additional demand from Google, without any additional paperwork.
