How to open services of a remote computer on behalf of a user?

There is a PC on the network.
The PC has an Administrator User with a password that is known.
You need to pause or start the service on this PC.
I open services through Computer Management, it gives an access error. Is there a way to launch the remote machine management snap-in?

Outside the domain - no. You can try logging in with a local account with something like PSexec and start/stop the service with net stop / net start

Since an access error means that it is not a matter of the resource being unavailable (well, for example, through closing $).
How do you start "computer management"? Just on your computer? No password request in progress?
Perhaps it is worth launching immediately with the target on another computer and the target login / password?

disable (or configure) the firewall on the target computer, then at a command prompt on your computer, run
then you already know, as far as I understand.
