How to open minecraft server for internet?

Created a minecraft server. I can not connect to it on another computer via the Internet. I did everything I needed:
1) I bought a static IP and confirmed with those support that it was enabled
2) Opened the port in the router
3) Opened the port in the firewall
4) Checked the availability of the IP from another network (mobile). The address is pinged/traced.
5) In server.properties set the server-port parameter.

Previously, I did similar actions with another provider - everything worked. Maybe I missed something?

Is your server IP exactly 192.168.1.3??
Turn off the firewall completely temporarily to check.
Try to check the openness of the port on the site 2ip.ru
and in the same place - does the ip address match the provider issued to you
