And why did you decide that it must be a text format? I can write a C++ script to change the extension to cgi. Explain to the server how to start it and everything will work. Script in binary format.

Compiled ancient binary for Linux x64. Apparently, assembled under Centos 5.
You need to disassemble.
Judging by the GLIBC inside, it is written in C/C++.
