I connected the mgts even in externally, not 1 port works, the IP is dynamic. but at the same time I launch the torrent and they calmly download from me. I even tried to go through the port scanner at the external IP address while the torrent was running, it shows that all ports are closed.

maybe it is not forwarded on the router,
go to the admin panel of the router and look at the IP. if it matches the external one, do forwarding on the router. if not, ask your ISP to forward it. for mine, for example, such a service costs 300 rubles per month (forwarding any 3 ports)
