How to open a .npk file?

I want to make a mod for the game, but I don't know how to open its data and texture files.

Usually you should immediately specify the game. Anyone can have the npk extension, and obviously they don't have to be the same format.
By file names, Google hints at Creative Destruction, here it was discussed that the files there are somehow obfuscated and even probably signed by an unknown algorithm. It doesn't look like they've come a long way in parsing the format.
