I personally mean by cheating - the use of "undocumented" and not available for other features of the game, such as endless money, look through walls, know the hidden parameters of opponents, etc.
If the bot is placed in the same conditions as all the players, then no cheating.

Cheating is gaining an advantage over other players.
If you follow the legal logic - then since other players do not have such a bot - it means cheating.
If you follow the mathematical logic - if the bot's average percentage of hits does not differ from the average percentage of hits of the average player, then it is not cheating (roughly speaking, there is no difference with a person in the game).
