How to open a file in a browser?

I save the file in the frontend/web/docs folder
When I open the file on the local computer everything opens fine
For example: http://localhost/test/frontend/web/docs/document.pdf
But when I open it on the hosting I get the
Not Found error ( #404)
Unable to resolve the request "doсs/document.pdf".

I'm not really good at php or apache and chir there, but it seems to me that the problem is in Cyrillic.
