How to not make a call to a talking operator in Asterisk?

The bottom line is, the queue through the Queue () function works well when there are free operators, but when everyone is busy, there is a call to a busy operator, how to make sure that the call does not go when everyone is busy. Tried all variants of the strategy option. Nothing helped. The autofill option defaults to yes. Can you tell me what's the catch? Call-limit is not an option, since you need to play beeps (melody), and when the call-limit is limited, it is reset.
