How to move the H1 tag to the top of the code?

I have a tag displayed somewhere in the middle of the code, and I read that this has a bad effect on SEO. In front of it is the footer code, and breadcrumbs, and sidebars. The tags themselves are in the text widget of the Page Builder plugin, which creates a considerable amount of information from above, up to here is a link to the code: view-source: awall.com.ua<h1>

You can try to move the header #headerbelow the text box and position it absolutely.
It's not clear to me how this affects SEO, if you move it higher, what will change?
I don't think it will affect search results.
In any case, you can make changes and measure the results throughout the month - what will happen to the positions of the site.

It seems to me that you misunderstood.
[H1] should go at the beginning of the content, not the code, in my opinion.
That is, before the main text. And in theory, there should not be other tags before it, that is, a clear sequence:
[H1]
[H2]
[H2]
[H3]
