If this command mvn -P cargo.run, then nothing hangs, this is the running application in the end, and you can reach it locally via localhost: 8080 after that, in fact, where should it go next? =)
But such a launch is not actually suitable for work, and is nothing more than an example or a blank. Because when the terminal is closed, the application will be interrupted. Yes, you can't reach it from outside.
You need to write a unit for systemd that will run your application in the background, for example, and enable its autorun at system startup.
Also, before the application, you can put some kind of nginx, for example, which will work as a reverse proxy, terminate ssl, etc.
