In the gitblit folder there is a data folder, in addition to the configuration files, there is a git folder. That's where all the repositories are. I'm thinking of installing gitblit on a new server and just replacing the data folder.
UPD: by the way, user configs with passwords, permissions, etc. are in the same place in a plain text file.
