How to move a layer in Photoshop?

There is one task - on a large drawing, you need to place 50 identical small drawings (layers) in certain places (like this, but I have all the same) 190321.jpg
Now I'm doing it - I copy Alt + mouse and drag the mouse to the right place, as a result, to arrange all the drawings It takes 2 hours, and you need a lot of such drawings.
I tried to move Shift + arrows but then the layer just goes out of screen visibility and you have to turn the mouse wheel.
Question - is it possible to make the viewport scroll behind the moving layer with Shift+arrows ?
Or maybe there is another way?

To align the layers, try the built-in functions.
Also, when dragging with alt, you can hold shift, then it will be dragged strictly vertically / horizontally / diagonally (following the cursor)

Arrange all the objects as expected, convert them into linked smart objects, save each smart object to a specific folder, then simply replace the old images with new ones in the folder, and update them in Adobe Photoshop CC 2015, everything is very fast, smooth and simple, nothing gently re-arrange each time.
