How to create a responsive website layout in photoshop?

How can I even work in Photoshop for adaptive design, I tried to do all the metrics in percentages, but something goes wrong, I have to add some elements in pixels. Is there any literature for this to teach? or grids for photoshop needed? I also don't understand how to use them. Help with information please.

Making a responsive layout is very easy - you just need to make several layouts for different resolutions. Usually they make three versions of layouts: desktop, tablet, mobile.
Here is an example of what I mean.

Photoshop should be used exclusively for creating layouts for several variants of the site for different categories of devices, as mentioned above.
Things like transferring the mechanics of changing the site depending on the resolution, I don’t even know how in Photoshop ... :-/
