How to model with textures?

I have a black and white texture, it can be a height map or just an ornament on a white background. Is it possible in blender to build a shape based on such a texture, for example, to extrude its black parts. What can be used? In which direction to dig? The closest thing that comes to mind is brushes in sculpting, is there a more specialized function?

You can use a bump in a material, you can use a displace modifier based on that texture.
