How to "minimize all windows" on only one monitor?

Two monitors are connected to one computer. One of them always runs applications that should not be minimized when you click the "Minimize all windows" button on the taskbar or the keyboard shortcuts "Win + M", "Win + D". Is it possible to change the settings so that windows are minimized on only one (active) screen? If it is not possible to do this with regular means, please advise third-party software where this is implemented. The question is relevant for Windows 7/8/8.1 (10?)

This, at least, cannot be done by regular means in the Seven, but a quick google led to this software , in which there is such a setting:
Presumably, by activating it, shortcuts like Win + M will minimize windows only on the active monitor.
Also, googling told me, you can write a similar function in Visual Basic, there is even an example .
