oh, in vain you contacted ovirt, I suffered for 2 weeks, and in the end I abandoned this idea.
In essence: there is no possibility of importing ISO from the web muzzle. You need to create a repository for the ISO, and either manually put the necessary files there, or using engine-iso-uploader (or something like that).
In general, ovirt itself provides few options for managing via the web, most often they do not offer to do everything through the REST API
