There is a router the main it has one external ip. Model TP-link TL-ER6120 - it distributes subnet 1.1
There is a TP-link TL-MR6400 router, it has a different external ip. Distributes subnet 0.1
Provider one.

How to combine them so that computers from different subnets can see each other?

Switch the second router to access point mode so that all PCs receive addresses from the same subnet.
