How to manually apply Group Policy?

Good afternoon! The task was to apply the Google Chrome group policy without any additional tools. I tried to do it this way:
I threw the admx-file of the template into the C:\Windows\PolicyDefinitions folder, then I wrote it in the gpupdate console, after which I entered all the parameters into the registry manually. And... nothing happens. Group policy is not applied, chrome://policy/ is still empty. What am I doing wrong, help :)
