I wanted to optimize the experience of several Chrome users on my computer by giving them a specific set of extensions and opening a specific URL on startup. However, attempts to set the default URL failed repeatedly.


What could be the reason for this error? Is it even possible to manage group policy for multiple Chrome users on the same local machine, without using an Active Directory domain, etc.?
