Yes, there is an extension called Shizimily Multi-Encoding for Brackets
You can download it here (recommended) https://github.com/Hiromi-Ayase/brackets-shizimily...
Open Brackets, Help, Show Extensions Folder. Next, open the user folder and unpack the extension there. Restart Brackets and the encoding settings menu will appear in the lower right corner. PROFIT.
