How to manage any program through another program?

Hello, I apologize for the clumsily asked question, I will try to explain it more clearly: It is
necessary to make a program that will execute the instructions for managing another program nested in it (that is, run it and activate the necessary functions). What are these "manager programs" called, and which do you have material on them?

If a "managed" program allows itself to be run with a set of parameters from the command line, then there is no problem.
If this is a program with a graphical interface and you need to click buttons / menus, then you should think in the direction of clickers.

One of the solutions - sockets
In general, the main question: does the managed program provide any interface for this? graphic? program? rest?
Depending on this, there will be different solutions.
