How to make your protocol handler for links in the browser?

Hi all!
There is an idea / idea - to create some HTML page with links to some scripts.
So that a normal user can go to the page and run a script from there with a ping / tracer for further troubleshooting.
But in this situation, before each click on the link with the script, he will offer to save or save to DownLoads, which threatens to clutter up the folder and leads to unnecessary gestures in which any grandmother will get confused.
By analogy with "skype:", "tel:" or "mailto:" I want to make a new binding of the application to the protocol. I'll draw links like "cmd:" and I want them to open in cmd.exe and set the default launch.
All I could find on the Internet is a couple of branches in the registry. But the manipulations did not lead to anything. A new protocol is not created, and the old one does not want to be opened by another application.

What you want, a lot of bad people really want to do (aka Hackers))
Therefore, solving this problem is very difficult.
Look towards browser plugins and extensions.
