How to make your own IP camera with PTZ?

In order to implement HD video streaming and servo control, I'm going to do it on popular rpi or Orange single boards. But I am confused by the fact that companies sell ready-made IP cameras with PTZ inexpensively. Maybe there is a simpler solution such as an Ip camera blank, where there is only the stream and gpio outputs I need and no extra troubles are needed?)))

I think the easiest way is to take such a module and add a simple drive controller to it that works via the RS-485 interface
