Dig towards basic computer administration.
If you raise a server under Linux - learn how to work with the Linux command line.
Servers are not created through php, you can write control scripts in Php, or even look for ready-made extensions for counter. There were web admins and ratings.
RCON commands are sent from the command line.
On the Internet, CS servers are installed by every second student. The instructions are more than enough. If there is not enough understanding of how to find and use a ready-made instruction - maybe it’s better not to?

You just need... No. You need a PU for game hosting, the functionality of which must necessarily include: managing daemons, working with OS scripts, and so on.
There are free panels - shit. Drop this idea right away.
There are paid panels - in most cases they can be dispensed with.
But better of course - your own PU. But it must not be written according to Lochovsky.
Based on my experience and observations, running your own game hosting is a very costly topic. And one is very hard to pull. Now a bunch of proven hosting, with operational teams, with everything.
Based on the fact that you have zero knowledge in this entire area (installing a cs server does not give you any knowledge at all), then it will be very costly for you (at least).
And if you don't even have the faintest idea of ​​a business plan, and if you didn't even scroll through that word in the final moments of your idea, then forget it. It will not start, because there are more hostings than to hell.
