We're talking about a Wordpress site.
I'll go straight to the question. There is a link structure: site/category/1234/
So, when creating a new record, an id for it is generated in an incomprehensible way.
Namely, if the previous entry, for example, could be /123/ then the next one may already be with the number /127/ .
How to make the id of the record generated in turn?

No way, because wordpress has too many things tied to these IDs and too many things are being created.
You can specify a slug for a category and operate on it.
